The House of Lords' economic affairs committee has expressed concerns over the nation's ability to deliver more apprenticeships.
By 2013, all school leavers with suitable qualifications will be able to take up apprenticeship vacancies, according to government plans.
However, while the committee last week revealed its support for the proposals, it also identified a number of issues which could stand in their way.
For example, it suggested that more needs to be done to engage employers in the scheme and a higher level of funding could be needed.
The government intends to establish the National Apprenticeship Service to oversee the programme, but concerns were raised over how this will operate.
Commenting on the committee's report, The Age and Employment Network said it contained "some very valid criticisms" but added it is "dismayed" that there was not more focus on apprenticeships for adults.
